I'll give you the basic runes that I use as well other options that you have. I hope to do some theory crafting with it in the future to really figure out what's useful and whats not. But that's later when I find the time.
Currently on my Raid healing set I use...
15/15 Echo Burst
15/15 Full Charge
12/12 Focus Regen
6/9 Haste
4/12 Spirit Sense
If you had all the plat in the world, these are probably the best sets to use. (in order from best to worst, imho).
Life Giver (20/20)
Full Charge
Focus Regen
Spirit Sense
Haste
Echo Burst
Team Player
My gut feeling behind each (Later to be backed up by facts.)
Life Giver - This one is really only good if you can get to 20 runes in the set. The 8th and 12th level is exactly the same as the focus regen and it doesn't stack. Having both at the same time is useless. Also Life Giver is by far the most expensive rune set to get. I would only put this on gear you plan on keeping for a really long time. (I'm thinking DS gear).
Full Charge - This one is specific to medics. From what I can tell it's the biggest boost to HPS that I can find in all the rune sets. If you use Energize on cooldown, this is a static 46 support power. That double Team Player.
Focus Regen - Even just the first level of this rune set is a must, but if you're looking to start runing I would get this first. It's hugely beneficial. Later after gearing up it becomes less important.
Spirit Sense - A really big boost to your crit and crit severity. Medics have a lot of proc on crit things so getting your crit up not only increases your HPS (echo burst rune set) but your focus regen (set bonus of the same), your survivability (Armor Coating), and also your ability to crit more (the Spirit Sense set is self serving). This one is also really expensive. Life giver and Spirit Sense are the top in terms of cost. I'd wait till you get gear that you'll keep for a while. (I'm transitioning it when I get oranges from GA).
Haste - This set doesn't effect your HPS or your focus regen, but, in my experience, most fights depend more on just staying alive then they do on pure HPS or Focus Regen. So in terms of progression, this is almost mandatory. In fact a lot of Guilds require it. Plus it's super cheap to get through Renown and the bonuses only require a few runes to get.
Echo Burst - This one is negligible. In fact I'm in the process of transitioning it out. In most fights this represents less than 1% of my healing done on the fight. It does synergize well with Spirit Sense but the initial log numbers make it feels lack luster.
Team Player - I put this at the button of the list because it just doesn't sound very good at all. At the highest bonus level you only get 24 support power (half of Full charge). The extra heal chance at 30% health or less turns out to be less then .3% of my healing done per fight. In one fight that lasted around 6 mins it only healed for 300 health total. That's really pitiful. I plan to crunch more numbers soon. I'd like to have real evidence as to which is better, echo burst or Team player.
